The Secretary of State for the Environment, Transport and the Regions, in exercise of his powers conferred on him by section 20A of the Land Compensation Act 1973( 1 ), and of all other powers enabling him in that behalf, hereby makes the following Regulations:
1. —(1) These Regulations may be cited as the Highways Noise Payments and Moveable Homes (England) (Amendment) Regulations 2000 and shall come into force on 23rd November 2000.
(2) These Regulations extend to England only.
2. The Highways Noise Payment and Moveable Homes (England) Regulations 2000( 2 ) shall be amended as follows:
(a) in regulation 3(1) (power to make noise payments) for the word “shall” there shall be substituted the word “may”;
(b) in regulation 5(1) (limitations on noise payments) for the words “shall be £1,650” there shall be substituted the words “shall not exceed £1,650”.

1973 c. 26 ; section 20A was inserted by the Planning and Compensation Act 1991 (c. 34) , section 70 and Schedule 15, paragraph 5(1) with effect from 25th September 1991. The power to make regulations under section 20A has been devolved to the National Assembly for Wales under the National Assembly for Wales (Transfer of Functions) Order 1999, article 2 and Shedule 1 ( S.I. 1999/672 ).
