The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred by section 41(1), (2) and (5) of the Road Traffic Act 1988( 1 ) and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:
Citation and Commencement
1. These Regulations may be cited as the Road Vehicles (Construction and Use) (Amendment) (No. 3) Regulations 2001 and shall come into force on 1st August 2001.
Preliminary
2.The Road Vehicles (Construction and Use) Regulations 1986( 2 ) shall be further amended in accordance with the following provisions of these Regulations.
Amendment to regulation 61A
3. —(1) Regulation 61A shall be amended by the insertion in the third column of the Table the entry specified below.
(2) In item 1, after the last entry there shall be inserted—

Amendment to Schedule 2
4. In Table I in Schedule 2, after item 80 there shall be inserted the following item—
“ 81 | 2001/1 | 22.01.2001 | L35, 06.2.2001, p. 34 | Measures to be taken against air pollution by emissions from motor vehicles | 70/220 as amended by 74/290, 77/102, 78/665, 83/351, 88/76, 88/436, 89/491, 91/441, 93/59, 94/12, 96/44, 96/69, 98/69, and 1999/102 ” |
Amendment to Schedule 7B (emissions from certain motor vehicles)
5. In Schedule 7B, in paragraph 7 for sub-paragraph (b) there shall be substituted the following sub-paragraph—
“ (b) “the emissions publication” is the publication entitled “In-Service Exhaust Emission Standards for Road Vehicles—Seventh Edition” ( ISBN 0-9526457-6-9) published by the Department of the Environment, Transport and the Regions. ”
