GOVERNMENT TRADING FUNDS
The Queen Elizabeth II Conference Centre Trading Fund (Variation) Order 2002

Whereas:
(1)The Queen Elizabeth II Conference Centre Trading Fund Order 1997( 1 ) established under the Government Trading Funds Act 1973( 2 ) a trading fund to be known as The Queen Elizabeth II Conference Centre Trading Fund (“the Fund”);
(2) It appears to the First Secretary of State (“the Secretary of State”) that:
(a) those operations of the Office of the Deputy Prime Minister( 3 ) which are referred to in Article 3(1) of this Order are suitable to be financed by means of the Fund and, in particular, to be so managed that the revenue of the fund would consist principally of receipts in respect of goods or services provided in the course of the operations in question, and
(b) the financing of those operations by means of the Fund would be in the interests of the improved efficiency and effectiveness of the management of those operations;
(3) The Secretary of State has, in accordance with section 2 of the 1973 Act and with the concurrence of the Treasury, determined that no Crown assets or liabilities are properly attributable to the operations in question in addition to those already appropriated to the Fund;
(4) In accordance with section 6(2) of the 1973 Act, a draft of this Order has been laid before the House of Commons and has been approved by a resolution of that House;
Now, therefore, the Secretary of State in exercise of the powers conferred on him by section 1 and 6 of the 1973 Act, and of all other powers enabling him in that behalf, and with the concurrence of the Treasury, hereby makes the following Order:
Citation and commencement
1. This Order may be cited as The Queen Elizabeth II Conference Centre Trading Fund (Variation) Order 2002 and shall come into force on the day after the day on which it is made.
Amendment of the 1997 Order
2. —(1)The Queen Elizabeth II Conference Centre Trading Fund Order 1997 (“the 1997 Order”) is amended as follows.
(2) In Article 2(2), the words “the Office of the Deputy Prime Minister” are substituted for the words “the Department of the Environment”.
Extension of the Funded Operations
3. —(1) The funded operations of the trading fund established by the 1997 Order are extended by the inclusion of the following:
(a) the letting of space within the curtilage of, and within and on, The Queen Elizabeth II Conference Centre; and
(b) the provision of consultancy advice connected with conference and related services, whether undertaken at The Queen Elizabeth II Conference Centre or elsewhere.
(2) Accordingly, the Schedule 1 set out in the Schedule to this Order is substituted for Schedule 1 to the 1997 Order.

Article 2
SCHEDULE I Funded Operations
The relevant operations of the Office of the Deputy Prime Minister are:
(a) the provision of conference and related services at The Queen Elizabeth II Conference Centre;
(b) the letting of space within the curtilage of, and within and on, The Queen Elizabeth II Conference Centre;
(c) the provision of consultancy advice connected with conference and related services, whether undertaken at The Queen Elizabeth II Conference Centre or elsewhere; and
(d) operations incidental, supplementary, conducive or otherwise ancillary to the foregoing, including the letting and managing of any concessions at the centre.

1973 c. 63 : sections 1 and 2 were substituted, and section 6 was amended, by the Government Trading Funds Act 1990 (c. 30) .
The majority of the former responsibilities of the Department for Transport, Local Government and the Regions not connected with transport, including responsibility for The Queen Elizabeth II Conference Centre, have been assigned to the Office of the Deputy Prime Minister with effect from 29th May 2002: see http://www.pm.gov.uk/textonly/Page 5257.asp .
