In exercise of the powers conferred on the Secretary of State by sections 6(4), (5) and 7(1), 138(7) and (8) of the School Standards and Framework Act 1998( 1 ), the Secretary of State for Education and Skills hereby makes the following Regulations—
Citation, commencement, application and interpretation
1. —(1) These Regulations may be cited as the Education Development Plans (England) (Amendment) Regulations 2002 and shall come into force on 1st April 2002.
(2) These Regulations apply in England.
(3) In these Regulations, “the Principal Regulations” means the Education Development Plans (England) Regulations 2001( 2 ).
Amendment
2. In regulation 2(1) of the Principal Regulations, in the definition of “children leaving public care” the words “are or” are omitted.
3. —(1) In relation to the areas set out in paragraph (2) the Principal Regulations are amended as set out in regulations 4 to 7.
(2) The areas to which paragraph (1) applies are the areas of the following local education authorities—
(a) Birmingham City Council;
(b) Blackburn with Darwen Borough Council;
(c) Derbyshire County Council;
(d) Stockton-on-Tees Borough Council; and
(e) Warwickshire County Council.
4. In regulation 5 of the Principal Regulations for “31st January” there is substituted “30th April”.
5. Regulations 11, 15 and 16 of the Principal Regulations are omitted.
6. In regulation 13 of the Principal Regulations for “14 to 18” there is substituted “14, 17 and 18”.
7. In regulation 18 of the Principal Regulations, for “description” there is substituted “brief summary” and all the words after the first occurrence of “second plan” are omitted.

1998 c. 31 . By virtue of the National Assembly for Wales (Transfer of Functions) Order 1999 ( S.I. 1999/672 ) the powers conferred by these provisions are exercisable by the Secretary of State in relation to England only. For the meaning of “prescribed” and “regulations” see section 142(1).
