The First Secretary of State, in exercise of the powers conferred upon him by section 1(5) and (6) of the Local Authorities (Goods and Services) Act 1970( 1 ) hereby makes the following Order:
Citation and commencement
1. This Order may be cited as the Local Authorities (Goods and Services) (Public Bodies) (England) (No. 4) Order 2003 and shall come into force on 31st October 2003.
Designation as a public body
2. Yorkshire and Humberside Grid for Learning Foundation( 2 ), being a person appearing to the Secretary of State to be exercising a function of a public nature, shall be a public body for the purposes of the Local Authorities (Goods and Services) Act 1970, in its application to England( 3 ).
Restrictions on agreements
3. Agreements which may be entered into by Yorkshire and Humberside Grid for Learning Foundation, by virtue of this Order, shall be subject to the following restrictions—
(a) that any such agreements are for legal or secretarial services to be provided to Yorkshire and Humberside Grid for Learning Foundation; and
(b) that any such agreements are for services provided by North Lincolnshire District Council.

Yorkshire and Humberside Grid for Learning Foundation is a company limited by guarantee and is registered under company number 4611988.
The Secretary of State’s function under the Local Authorities (Goods and Services) Act 1970, so far as exercisable in relation to Wales, are transferred to the National Assembly for Wales, see article 2 and Schedule 1 to the National Assembly for Wales (Transfer of functions) Order 1999 ( S.I. 1999/672 ) to which there are amendments not relevant to this Order.
