The Secretary of State for Transport, being a Minister designated( 1 ) for the purposes of section 2(2) of the European Communities Act 1972( 2 ) in relation to the regulation and supervision of the qualifications of persons engaged in road transport, in exercise of the powers conferred upon him by that section hereby makes the following Regulations:

1. —(1) These Regulations may be cited as the Public Service Vehicle Operators (Qualifications) (Amendment) Regulations 2004.

(2) These Regulations shall come into force on 1st January 2005.

(3) These Regulations do not extend to Northern Ireland.

2. —(1)The Public Passenger Vehicles Act 1981( 3 ) shall be amended as follows.

(2) In paragraph 2(2) of Schedule 3 for “such a licence authorising the use of vehicles for international operations” substitute “a standard licence”.
