Whereas a draft of the following Regulations has been approved by both Houses of Parliament:
Now, the Secretary of State, in exercise of the powers conferred upon him by section 14(1) and (2) of the Road Traffic Act 1988( 1 ), following consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:
Citation and commencement
1. These Regulations may be cited as the Motor Vehicles (Wearing of Seat Belts) (Amendment) Regulations 2005 and shall come into force on 1st March 2005.
Amendment of the 1993 Regulations
2. β(1)Regulation 6(1) of the Motor Vehicles (Wearing of Seat Belts) Regulations 1993( 2 ) is amended as follows.
(2) For sub-paragraph (b) there is substitutedβ
β (b) the driver of or a passenger in a motor vehicle constructed or adapted for carrying goods, while on a journey which does not exceed 50 metres and which is undertaken for the purpose of delivering or collecting any thing; β .
(3) In sub-paragraph (d), for βregulation 9 of the Motor Vehicles (Driving Licences) Regulations 1987β there is substituted βregulation 17 of the Motor Vehicles (Driving Licences) Regulations 1999( 3 )β.
(4) In sub-paragraph (e), for βthe Motor Vehicles (Driving Licences) Regulations 1987β there is substituted βthe Motor Vehicles (Driving Licences) Regulations 1999β.

1988 c. 52 . Section 14(2)(b)(i) of the 1988 Act was substituted by section 110 of the Railways and Transport Safety Act 2003 (c. 20) . Section 192(1) of the 1988 Act contains the definition of βprescribedβ.
