The Police Authorities (Best Value) Performance Indicators Order 2005

The Secretary of State, in exercise of the powers conferred upon him by section 4(1)(a) of the Local Government Act 1999( 1 ) (having regard to the definition in section 1(1)(d)), and having consulted, in accordance with section 4(3) of that Act, persons appearing to him to represent police authorities and such other persons as he thought fit, hereby makes the following Order:

Citation and commencement

1. This Order may be cited as the Police Authorities (Best Value) Performance Indicators Order 2005 and shall come into force on 1st April 2005.

Performance indicators

2. The performance indicators by reference to which the performance of each police authority in England and Wales can be measured in exercising their functions are hereby specified in the Schedule.

Revocation

3.The Police Authorities (Best Value) Performance Indicators Order 2004( 2 ) is hereby revoked.

SCHEDULE

Statutory Performance Indicator Description of Indicator
1

Satisfaction of victims of domestic burglary, violent crime, vehicle crime and road traffic collisions with respect to –

(a)

making contact with the police,

(b)

action taken by the police,

(c)

being kept informed of progress,

(d)

their treatment by staff,

(e)

the overall service provided.

(a) Using the British Crime Survey, the percentage of people who think their local police do a good job.

3

(a) Satisfaction of victims of racist incidents with respect to the overall service provided.

(b) Comparison of satisfaction for white users and users from minority ethnic groups with respect to the overall service provided.

(c) Percentage of PACE searches which lead to arrest by ethnicity of the person searched.

(d) Comparison of sanction detection rates for violence against the person offences by ethnicity of the victim.

(e) Proportion of police recruits from minority ethnic groups compared to the proportion of people from minority ethnic groups in the economically active population.

(f) Ratio of officers from minority ethnic groups resigning to white officer resignations.

(g) Percentage of female police officers compared to the overall force strength.

Using the British Crime Survey –

(a)

the risk of personal crime; and

(b)

the risk of household crime.

(a) Domestic burglaries per 1,000 households.

(b) Violent crime per 1,000 population.

(c) Robberies per 1,000 population.

(d) Vehicle crime per 1,000 population.

(e) Life threatening crime and gun crime per 1,000 population.

(a) Number of offences brought to justice.

(b) Percentage of offences brought to justice.

(a) Percentage of notifiable offences resulting in a sanction detection.

(a) Percentage of domestic violence incidents with a power of arrest where an arrest was made related to the incident.

(a) (i) Number of people killed or seriously injured in road traffic collisions

(ii) per 100 million vehicle kilometres travelled.

Using the British Crime Survey –

(a)

fear of crime;

(b)

perceptions of anti-social behaviour; and

(c)

perceptions of local drug use/drug dealing.

(a) Percentage of police officer time spent on frontline duties.

(a) Delivery of cashable and non-cashable efficiency targets.

(a) Average number of working hours lost per annum due to sickness per police officer.

(b) Average number of working hours lost per annum due to sickness per police staff.
