The First Secretary of State, in exercise of the powers conferred by sections 27A(3) and (4)(d) of the Housing Act 1996( 1 ), makes the following Order:
Citation, commencement, and application
1. โ(1) This Order may be cited as The Social Housing (Grants to Bodies other than Registered Social Landlords) (Additional Purposes) (England) Order 2006 and shall come into force on 6th April 2006.
(2) This Order applies in relation to the making of grants under section 27A of the Housing Act 1996 by the Housing Corporation to bodies other than registered social landlords in England( 2 ).
Interpretation
2. In this Orderโ
โformer public sector housingโ means housing accommodation in which an authority within section 80 of the Housing Act 1985( 3 ) (the landlord condition for secure tenancies), or a predecessor of such an authority or an authority abolished by the Local Government Act 1985( 4 ) formerly had an interest by virtue of which it receives a rack-rent, or would do so if the premises were let at a rack-rent;
โhousing trustโ means a corporation or body of persons which โ
is required by the terms of its constituent instrument to use the whole of its funds, including any surplus which may arise from its operations, for the purpose of providing housing accommodation; or
is required by the terms of its constituent instrument to devote the whole, or substantially the whole, of its funds for charitable purposes and in fact uses the whole, or substantially the whole, of its funds for the purpose of providing housing accommodation;
โpublic sector housingโ means housing accommodation in whichโ
an authority or body within section 80 of the Housing Act 1985 (the landlord condition for secure tenancies);
the Housing Corporation;
a housing trust which is a charity;
a registered social landlord, other than a co-operative housing association; or
a co-operative housing association, which is not a registered social landlord
has an interest by virtue of which it receives a rack-rent, or would do so if the premises were let at a rack-rent.
Additional purposes
3. The following are specified as purposes for which grant may be given additional to those mentioned in subsection (2)(a) to (e) of section 27A of the Housing Act 1996 (grants to bodies other than registered social landlords)โ
(a) managing public sector or former public sector housing where those managing are the occupiers of that housing;
(b) facilitating or encouraging improvements in, or providing services in connection with, the management of such housing;
(c) providing educational or training courses in housing management to occupiers of such housing;
(d) providing services for those providing such courses;
(e) providing financial or other assistance for those attending such courses.

1996 c. 52 . Section 27A was inserted by section 220 of the Housing Act 2004.
The power to make grants under section 27A is exercisable by โthe Relevant Authorityโ as to which see section 56 of the Housing Act 1996.
1985 c. 51 . Section 1 of the Act abolished the Greater London Council and the metropolitan County Councils from 1 st April 1986.
