Coming into force in accordance with article 1
1. This Instrument may be cited as βThe Reading Borough Council (River Thames Reading Pedestrian/Cycle Bridge) Scheme 2013 Confirmation Instrument 2014β and shall come into force on the date on which notice that it has been confirmed is first published in accordance with paragraph 1 of Schedule 2 to the Highways Act 1980.
2. The Reading Borough Council (River Thames Reading Pedestrian/Cycle Bridge) Scheme 2013 Confirmation Instrument 2014 (βthe Schemeβ) is hereby confirmed with modifications.
3. The Scheme as confirmed is set out in the Schedule hereto (including the plans) and copies of the Scheme with its accompanying plans as modified are deposited at the offices of the Department for Transport, Floor 13 (IMD), Ashdown House, St Leonards on Sea, Hastings, East Sussex, TN37 7GA, and at the offices of Reading Borough Council, Reading Civic Centre, Reading, RG1 7A.

THE SHEDULE HIGHWAYS ACT 1980, SECTION 106(3) THE READING BOROUGH COUNCIL (RIVER THAMES READING PEDESTRIAN/CYLE BRIDGE) SCHEME 2013
Reading Borough Council (hereinafter referred to as βthe Councilβ) make this Scheme in exercise of their powers under section 106(3) of the Highways Act 1980 and of all other powers enabling them in that behalf:

THE SCHEDULE TO THE SCHEME PLANS AND SPECIFICATIONS OF THE READING BOROUGH COUNCIL (RIVER THAMES READING PEDESTRIAN/CYCLE BRIDGE)
The location and general design of the Bridge are shown on the plans 1 to 2(ii) marked βThe Reading Borough Council (River Thames Reading Pedestrian / Cycle Bridge) Scheme 2013β sealed with the common seal of the Council and deposited at all reasonable hours at Reading Civic Centre, Reading, RG1 7AE and at the offices of the Secretary of State.
POINTS OF COMMENCEMENT AND TERMINATION
From a point on the south bank of the River Thames, 240 metres west of Reading Bridge and 72 metres east of Lynmouth Road (with an access ramp which leads onto the main river span beginning from a point 171 metres west of Reading Bridge and a set of steps leading onto the main river span which begins 59 metres east of Lynmouth Road) to a point on the north bank of the River Thames, 220 metres west of Reading Bridge and 245 metres east of Wolsey Road.
SPAN(S)
A river span of 68 metres and a land span of 54 metres.
HEADWAY
Not less than 4.57 metres above the navigation channel centre line from the standard headwater level (SHWL) of 36.585 metres AOD. The minimum headway at the northern bank of the river outside the navigation channel is 3.77 metres above the SHWL of 36.585 metres AOD.
WATERWAY
A minimum clear navigable waterway of 55 metres between the proposed protective fender line on the southern bank and the northern bank.
OVERALL DIMENSIONS
The Bridge will be 6.75 metres wide at the central mast tapering to 4.0 metres at its narrowest point.
The Bridge will carry a non-segregated footway / cycleway of a width varying from 3.5m up to 5.8 metres clear width between handrails. The width of the Bridge will have a localised reduction to 2.5 metres clear width past either side of the central mast.
