Coming into force in accordance with article 1

The Secretary of State for Transport, makes this Instrument in exercise of the powers conferred by section 106(3) of the Highways Act 1980( 1 ), and now vested in the Secretary of State( 2 ):

The Scheme as confirmed is set out in the Schedule (including the plans) and copies of the Scheme with its accompanying plans are deposited at the offices of the Department for Transport, Floor 13 (IMD), Ashdown House, St Leonards on Sea, Hastings, East Sussex TN37 7GA and at the offices of the Warrington Borough Council, Contact Warrington, 26-30 Horsemarket Street, Warrington WA1 1XL.

Regulation 3

The Warrington Borough Council (hereinafter referred to as “the Council” makes this Scheme in exercise of its powers under Section 106(3) of the Highways Act 1980 and of all other powers enabling it in that behalf.

1. The Council is authorised to construct over the navigable waters of the River Mersey, the bridge specified in the Schedule to the Scheme as part of the highway which it is proposing to construct between the north bank and the south bank of the River Mersey in the Borough of Warrington.

THE SCHEDULE TO THE SCHEME

The location and general design of the bridge are shown on the plans numbered CPL-RAM-ZZ-01-DR-S-1001 Rev. D1.1 and CPL-RAM-ZZ-01-DR-S-1010 Rev. C1A and marked “The Warrington Borough Council (Construction of Warrington Waterfront – Centre Park Link Bridge) Scheme 2017”.

POINTS OF COMMENCEMENT AND TERMINATION

From a point on the North Bank of the River Mersey whose coordinates are 360248.01E, 386609.64N to a point on the South Bank whose coordinates are 360286.83E, 386580.55N. Ordnance survey Map reference SJ68.

SPAN

A single clear span of 45 metres.

WIDTH

16.95m width.

The bridge carries vehicular traffic, pedestrians and cyclists.

HEADWAY

The deck spans over the main channel, which is approximately 24 metres wide. There is a minimum headway/air draft of 2.35 metres, based on the proposed soffit level of 8.65m A.O.D and water level at mean high water springs (MHWS) of 6.30 metres. The River Mersey at this location is only tidal during spring tides. For the remainder of the year the River Mersey is fluvial, resulting in a headway/air draft of 4.65 metres based upon the proposed soffit level of 8.65 metres A.O.D and mean water level of 3.70 metres.

WATERWAY – THE RIVER MERSEY

The navigable channel at the bridge is 24m wide.
