The Minister for the Cabinet Office makes these Regulations in exercise of the powers conferred by section 8(1) of the European Union (Withdrawal) Act 2018( 1 ).

The requirements of paragraph 3(2) of Schedule 7 to that Act (relating to the appropriate Parliamentary procedure for these regulations) have been satisfied.

Citation and commencement

1. —(1) These Regulations may be cited as the Union Civil Protection Mechanism (Revocation) (EU Exit) Regulations 2021.

(2) These Regulations come into force on the 22nd day after the day on which they were laid.

Revocation of retained direct EU legislation

2. The following retained direct EU legislation is revoked—

(a) Council Decision of 9 December 1999 establishing a Community action programme in the field of civil protection ( 1999/847/EC );

(b) Council Decision of 20 December 2004 amending as regards the extension of the Community action programme in the field of civil protection ( Decision 1999/847/EC 2005/12/EC );

(c) Decision No 1313/2013/EU of the European Parliament and of the Council of 17 December 2013 on a Union Civil Protection Mechanism;

(d) Commission Implementing Decision of 16 October 2014 laying down rules for the implementation of Decision No 1313/2013/EU of the European Parliament and of the Council on a Union Civil Protection Mechanism and repealing Commission Decisions 2004/277/EC , Euratom and 2007/606/EC , Euratom (2014/762/EU);

(e) Commission Implementing of 15 January 2018 amending Implementing Decision (EU) 2018/142 laying down rules for the implementation of Decision No 1313/2013/EU of the European Parliament and of the Council on a Union Civil Protection Mechanism; Decision 2014/762/EU

(f) of the European Parliament and of the Council of 13 March 2019 amending Decision No 1313/2013/EU on a Union Civil Protection Mechanism; Decision (EU) 2019/420

(g) Commission Implementing of 8 April 2019 laying down rules for the implementation of Decision No 1313/2013/EU of the European Parliament and of the Council as regards rescEU capacities and amending Commission Implementing Decision (EU) 2019/570 ; Decision 2014/762/EU

(h) Commission Implementing of 31 July 2019 laying down rules on the operation of the European Civil Protection Pool and rescEU; Decision (EU) 2019/1310

(i) Commission Implementing of 18 November 2019 amending Implementing Decision (EU) 2019/1930 as regards rescEU capacities; Decision (EU) 2019/570

(j) Commission Implementing of 19 March 2020 amending Implementing Decision (EU) 2020/414 as regards medical stockpiling rescEU capacities; and Decision (EU) 2019/570

(k) Commission Implementing of 26 March 2020 amending Implementing Decision (EU) 2020/452 as regards capacities established to respond to low probability risks with a high impact. Decision (EU) 2019/570
