The Secretary of State makes these Regulations in exercise of the powers conferred by sections 92(4)(b) and 105(1), (2) and (3) of the Road Traffic Act 1988(1).

Representative organisations have been consulted in accordance with section 195(2) of that Act.

Citation, commencement and extent

1.—(1) These Regulations may be cited as the Motor Vehicles (Driving Licences) (Amendment) (No. 5) Regulations 2025.

(2) These Regulations come into force on 7th November 2025.

(3) These Regulations extend to England and Wales and Scotland.

Amendment of the Motor Vehicles (Driving Licences) Regulations 1999

2. In the Motor Vehicles (Driving Licences) Regulations 1999(2), in regulation 73 (disabilities prescribed in respect of Group 2 licences)

(a)in paragraph (6B)(a), for “blood glucose monitoring” substitute “appropriate monitoring to assess glucose levels and any risk of hypoglycaemia”;

(b)in paragraph (6C)(b), for the words from “a device” to “blood” substitute “an appropriate device that measures and records”.
