The Immigration, Nationality and Passport (Fees) (Amendment) Regulations 2025

The Secretary of State makes these Regulations with the consent of the Treasury(1) in exercise of the powers conferred by sections 68(1) and (7) and 74(8)(a), (b) and (d) of the Immigration Act 2014(2) and sections 86(1) and (3), 87(2) and 93(6)(a) of the Immigration Act 2016(3). These Regulations are made further to the provision in the Immigration and Nationality (Fees) Order 2016(4).
Part 1Introductory
Citation, commencement, extent and interpretation
1.—(1) These Regulations may be cited as the Immigration, Nationality and Passport (Fees) (Amendment) Regulations 2025.
(2) Subject to paragraphs (3) and (4), these Regulations come into force at 9.00 a.m. on 9th April 2025.
(3)Regulations 5(3), 7, 8, 10(3) and (6) and 11(3) and (4) come into force on 1st May 2025.
(4)Part 3 and paragraph 1 of Schedule 3 come into force on 10th April 2025.
(5) Subject to paragraphs (6) and (7), these Regulations extend to England and Wales, Scotland and Northern Ireland.
(6) The following provisions of these Regulations also extend to the Isle of Man for the same purpose as the provisions of principal Regulations
(a)this regulation;
(b)regulation 2 in so far as it relates to regulation 10;
(c)regulation 10.
(7) The following provisions of these Regulations also extend to the Bailiwick of Guernsey and the Bailiwick of Jersey for the same purpose as the provisions of principal Regulations
(a)this regulation;
(b)regulation 2 in so far as it relates to regulation 11;
(c)regulation 11.
(8) In these Regulations, “the principal Regulations” means the 5).

Amendment of Schedule 1
3.—(1)Schedule 1 (applications for entry clearance to enter, and leave to enter, the United Kingdom) is amended in accordance with the following paragraphs of this regulation.
(2) Table 1 (fees for applications for entry clearance to enter or leave to enter the United Kingdom) is amended by Schedule 1 to these Regulations.
(3) In Table 1, in entry 1.4.1(b)—
(a)for “Appendix Child staying with or joining a Non-Parent Relative (Protection)” substitute “Appendix Child Relative (Sponsors with Protection)”(6);
(b)for “the child of a relative, who is not a parent” substitute “a child joining a close relative”.

(a)in the definition of “Article 3 or Refugee Convention application”, in paragraph (d), for “Appendix Family Reunion (Protection)” substitute “Appendix Family Reunion (Sponsors with Protection)”;
(b)in the definition of “specified human rights application”, in paragraph (ca), for “Appendix Child staying with or joining a Non-Parent Relative (Protection)” substitute “Appendix Child Relative (Sponsors with Protection)”.
(3) Table 6 (fees for applications for limited leave to remain in the United Kingdom and connected applications) is amended by Schedule 2 to these Regulations.
(4) In Table 7 (fees for specified applications for limited leave to remain in the United Kingdom as a dependant), for “£716”, in both places it occurs, substitute “£766”.
(5) In Table 8 (fees for applications for indefinite leave to remain in the United Kingdom and connected applications), for “£2,885” substitute “£3,029”.
(6) In Table 9 (exceptions and waivers in respect of fees for applications for, or in connection with, leave to remain in the United Kingdom), in entry 9.14.2, for “Part 7 of” substitute “Appendix Afghan Relocation and Assistance Policy (ARAP) to”.

Amendment of Schedule 4
6.—(1) Schedule 4 (sponsorship) is amended in accordance with the following paragraphs of this regulation.
(2) Table 14 (fees in relation to sponsor licences, premium services for sponsors, certificates of sponsorship and confirmations of acceptance for studies) is amended by Schedule 4 to these Regulations.
(3) In Table 15 (fees for other applications and processes in connection with sponsorship)—
(a)in entry 15.1.1, for “£536” substitute “£574”;
(b)in entry 15.2.1, for “£1,476” substitute “£1,579”.

12.The Passport (Fees) Regulations 2022(9) are amended in accordance with this Part.

Treasury consent has been obtained pursuant to section 69(1) of the Immigration Act 2014 (c. 22) (“the 2014 Act”) and section 87(1) of the Immigration Act 2016 (c. 19).
2014 c. 22. Sections 68 to 70 of the 2014 Act were extended, subject to specified modifications, to the Isle of Man by articles 5 and 7 of the Immigration (Isle of Man) (Amendment) Order 2015 (S.I. 2015/1765) which inserted new articles 22 and 23 and Schedule 9A into the Immigration (Isle of Man) Order 2008 (S.I. 2008/680); other amendments have been made to the Order of 2008 but none are relevant for the present purposes. Sections 68 to 70 of the 2014 Act were extended to the Bailiwick of Jersey by article 3 of the Immigration (Jersey) Order 2016 (S.I. 2016/994) subject to modifications specified in the Schedule to that Order. Sections 68 to 70 of the 2014 Act were extended to the Bailiwick of Guernsey by article 4 of the Immigration (Guernsey) Order 2016 (S.I. 2016/996) subject to modifications specified in the Schedule to that Order.

Appendix Child Relative (Sponsors with Protection) is an appendix to the United Kingdom immigration rules. The United Kingdom immigration rules were laid before Parliament on 23rd May 1994 (HC 395). Appendix Child staying with or joining a Non-Parent Relative (Protection) was renamed as Appendix Child Relative (Sponsors with Protection) under the Statement of Changes to the immigration rules laid before Parliament on 12th March 2025 (HC 733).
Appendix Family Reunion (Protection) was renamed as Appendix Family Reunion (Sponsors with Protection) under the Statement of Changes to the United Kingdom immigration rules laid before Parliament on 12th March 2025 (HC 733).
Under the Statement of Changes to the immigration rules laid before Parliament on 18th October 2022 (HC 719), Part 7 was deleted and Appendix Afghan Relocation and Assistance Policy (ARAP) was inserted.
