The Health Protection (Coronavirus, International Travel) (England) (Amendment) (No. 29) Regulations 2020

The Secretary of State makes the following Regulations in exercise of the powers conferred by sections 45B, 45F(2) and 45P(2) of the Public Health (Control of Disease) Act 1984( 1 ).

Citation, commencement and interpretation

1. —(1) These Regulations may be cited as the Health Protection (Coronavirus, International Travel) (England) (Amendment) (No. 29) Regulations 2020 and come into force at 4.00 a.m. on 19th December 2020.

(2) In these Regulations, “the International Travel Regulations” means the Health Protection (Coronavirus, International Travel) (England) Regulations 2020( 2 ).

Amendment of the International Travel Regulations

2. —(1) The International Travel Regulations are amended as follows.

(2) In Part 1 of Schedule A1 (exempt countries and territories) omit the entries for “Namibia”, “The United States Virgin Islands” and “Uruguay”.

(3) In Schedule 2, after paragraph 45 insert—

46. —(1) A person who has travelled to the United Kingdom for the purposes of essential work carried out for or on behalf of the nominated undertaker.

(2) For the purposes of sub-paragraph (1)—

(a) “essential work” means work which has been designated as such by the Secretary of State for Transport and includes, in particular, work done or required for Phase One purposes as defined in section 67 of the High Speed Rail (London-West Midlands) Act 2017 ( 3 ) ,

(b) “nominated undertaker” is the person appointed by article 2(1) of the High Speed Rail (London-West Midlands) (Nomination) Order 2017 ( 4 ) . .

Transition and saving provision

3. In relation to any person who arrived in England on or after 10th July 2020 but before 4.00 a.m. on 19th December 2020, the International Travel Regulations apply as if the amendments made by regulation 2(2) had not been made.
